Koyasan, and Religion
A teaching that began by showing one person the way out of suffering ended up wearing the shape of a state. Walking the snowbound road up Mount Koya in December, I followed that change from early Buddhism to the Mahayana, esoteric Buddhism, the Kamakura schools and the Edo parishioner registers — and asked why, unlike the gods who were cast down elsewhere, this one lasted twenty-five centuries.
December, Mount Koya. I climbed the Fudōzaka slope up from Gokurakubashi. Snow lay over a path where cedar roots pushed up through the ground, and I walked the pilgrims' road one step at a time, making sure of each place to put a foot. What stood at the top was not a temple. There were the halls, a scholarship that trains monks, an organization that sustains the rituals. Koyasan looked less like a place of faith than like a religious city — an entire religious world settled into institutional form.
Walking the snowy road, I found myself thinking about religion and the state. Early Buddhism, at least, must have begun by showing one human being the way out of suffering and toward awakening. Why did it come to hold an organization and a space of this size, and to bind itself so deeply to the order of the state?
1Why Did a Teaching That Saves One Person Become the Shape of a State?
To say that religion was used by the state does not seem enough. It was not only that the state needed Buddhism; Buddhism, too, needed land, organization, education, and institutions for handing the teaching to the next generation. When a thought that preached the liberation of the individual spread out into society, both the one to be saved and the role demanded of it changed. A religious city on the scale of Koyasan may be the result of that change.
Buddhism, from pure thought to instrument of politics. When a teaching addressed to one person's suffering met a society holding a great many people, what did it keep and what did it change? I want to follow that change — from early Buddhism to the Mahayana, to esoteric Buddhism, and on to the relation between the state and Buddhism in Japan.
What the Buddha taught was how suffering comes about, and the way out of it. There is a path in worry, in suffering, and in going beyond them. The one it addressed was not the people at large but the single person in front of him.
Early Buddhism pointed the same way. Those who had left home kept the precepts, sat every day, and watched the movements of the mind. The Buddhism of this period is that analysis growing finer and finer. The teaching that leads to awakening was systematized and handed on in a reproducible form; it became a scholarship. This is what is loosely called Hinayana, and in historical description, sectarian Buddhism.
This Hinayana is a teaching about the road by which each individual reaches awakening, and it cannot help running against the road that saves all people. After all, one has to sit, to meditate, to keep up the effort. That is a hard road to fold into daily life, and there is no way to check whether each person is heading in the right direction. And if leaving home is the premise, society does not hold together.
As society widened and kingship, lay believers, merchants and farmers came into contact with Buddhism, questions poured out for which sectarian Buddhism had no answer.
How is one saved who cannot leave home? The one who cannot abandon the fields, who supports a family, who has to open the shop again tomorrow. What is to be done with parents who have died? In the middle of plague and famine and war, can a village, a town, a society be saved?
The teaching that saves all appeared as the answer to those questions. The ideal of the bodhisattva, who turns toward the salvation of others instead of aiming at liberation for himself alone.
The view that every living being holds the possibility of becoming a Buddha; countless Buddhas and their lands. One could call this an evolution that took the salvation at the heart of the Buddha's own teaching and adapted it, widely, to the structure of society.
As for who drove the movement from sectarian Buddhism to the Mahayana, accounts differ1. Most likely sectarian Buddhism spread by a natural branching, and what began the Mahayana was the work of ordained monks who systematized the teaching in order to guide the people, and made it popular. In the history of religion, it seems more natural to think that a religion is not believed because a god is really there, but that religion is present everywhere in the form of a god because a god was needed there.
And seen from the side of those who ruled at the time, religion was chosen because a god was needed there, because the common people had to be guided; as the population grew, as society became larger and its structure more complex, religion was needed as an instrument for running the state. And what suited that purpose was a system that guides and saves all people, like the salvation of the bodhisattva — one with a presence at the center of the cosmos, like Mahāvairocana.
2When What Is Asked For Changes, the Form Moves Too求められるものが変われば、形も動く
Even inside the teaching that saves all, the form kept moving. What moved it was what people asked for, at each moment.
The teaching that one becomes a Buddha in this very body pulled an unforeseeable, distant future into the reality in front of one's eyes. The goma fire burned where you could see it, and ritual prayer was sought as something that worked directly on illness and misfortune. What was asked for spread, in time, toward worldly benefit as well — quiet in the next life, the survival of the house. The mandala took an order of the cosmos that should have been invisible and gave it a visible form, in color and arrangement.
The rulers of the day drew the legitimacy of their rule from this. Lay the order in which Mahāvairocana sits at the center of the cosmos directly over the order of the earth, and the position of the one at the summit acquires a cosmic ground. One could say that the political order was justified by translating a view of the cosmos into the imperial system. The order, for its part, built the base for running itself as an organization: it held land, kept institutions of learning to train monks, and made a foundation for passing the teaching on. The people gained quiet of mind through religion. Having a stable base, religion came to have power.
Set against this, the Hossō school, held in high regard in the capital at Nara, transmitted the learning of Consciousness-Only, which articulates the workings of the mind with precision. It starts from the view that what a person takes for the world is produced by the workings of that person's mind, then breaks the mind into layer upon layer and gives it structure. Even today this can be called psychology at the leading edge.
But this is difficult. Against direct prayer, or a mandala you can see, the articulation of the mind's layers is invisible. The doctrinal system is extremely complex, and had the strong character of a scholarship for ordained monks. In China it lost its force as a school with the rise of Huayan, and in Japan it followed the same road.
Still, it did not disappear. While losing its force as a school, Consciousness-Only remained as the basic learning every monk must study, and flowed into the doctrine of other schools from the inside. Even when the form that shows on the surface changes, the truth in it does not necessarily vanish. Beneath the halls on this mountain, too, the work of sitting and watching the mind had been going on all along.
In the other direction, Kamakura saw the rise of faiths of invocation — chanting the name, chanting the title of the sutra, sitting in zazen. Religion in an extremely simplified form. This religion needs neither scholarship nor wealth. And it asserted religious freedom against the political power of the day. Hōnen and Shinran were both sent into exile as a result, and Nichiren was banished twice, to Izu and to Sado. In the sense of guiding all people, these faiths should be no different from the Mahayana or from the Hinayana — but a religion with no structure placed at its center was regarded by rulers as dangerous.
So where did that religion go? A religion spreads and people gather; people gather and it becomes an order. Once it is an order it holds land and organization, and in time it ties itself to warrior houses and daimyo. And under the temple-certification system of the Edo period, the Buddhist orders came to carry one wing of the shogunal regime. Every year the temple submitted a register of its parishioners to the shogunate or the domain. Unless a person belonged to some temple, he could not prove who he was. A faith that had risen from the side of the people became, in the end, the ledger by which the people were held.
The religion handed down from above and the religion risen from below settle, in the end, into the same position. To say that religion is a thing by which rulers guide the people points not to who started it, but to the place where a faith that has acquired scale is finally put.
And this form went on working into the postwar world. There were funerals, there were memorial rites, there were ties of place, and there was the house as a unit.
3Gods Cast Down, and a Teaching That Reaches the Present
Let me turn, for a moment, to somewhere outside Japan.
The asura of India and the ahura of Ahura Mazda, held in Iran to be the highest god, are the same word. In India the asuras became the enemies of the gods; in Iran, conversely, the devas who were gods in India became demons2.
Baal, the fertility god of Canaan, is also among those cast down. In the Hebrew tradition he appears under the name Baal-zebub, the god of Ekron — the lord of the flies. There is a reading that this was originally Baal-zebul, a title one might translate as lord of the lofty house, and that a writer altered a single letter to bring it down to lord of the flies. Later the name became the name of the devil itself. To rewrite a name was to cast it down.
What about Buddhism, then? In India the Buddha is counted among the incarnations of Vishnu. He is the ninth of them, and is sometimes described as a being who deludes the demons3. This is a textbook case of what is read as a strategy for absorbing another religion — and yet he did not become a devil. That is the interesting part: he went on living inside Hinduism, and in East Asia he went on living while merging with the gods of the land.
What the gods who were cast down have in common, I think, is that each was one body with a particular community or kingship. If the kingship of an age used that religion to assert itself, then when that kingship was defeated, the god fell with it.
What was different about Buddhism, perhaps, is that an individual stood at its origin.
A form that guides the people ends when the one who guides changes. If the dynasty falls, the dynasty's religion falls too. But one person sitting for his own sake, watching his own mind, needs no one's permission and is managed by no one. While wearing the face of a religion of state, beneath it there is the continuing practice of one person and another, unrelated to politics.
This, I suspect, is why Buddhism has lasted twenty-five centuries, into the world we live in now.
4And Now, What Does Buddhism Save?
And now, in our own time, the internet has broken people into fragments. A world in which mass media pushed out uniform information and things moved by propaganda has become a world divided person by person. The screen each of us looks at through a phone draws a different picture.
Up to the postwar years, the units of place and of the house still existed. The concentration into cities after the high-growth era, and the turn to nuclear families, thinned those units out; in the countryside, the parishioners who support a temple simply dwindled. There must be many by now who do not know the word danka seido, the parishioner system. That is because the workings of society changed — because the structure changed.
There are some seventy-seven thousand temples in the country, of which about seventeen thousand already have no resident priest, and by 2040, they say, around three in ten will be gone. And among those disappearing, the Kōyasan Shingon school stands highest, at roughly forty-six percent4.
The school of those halls I climbed the snowy road to look up at stands at the head of the line of the disappearing.
The Japanese are said to have no religion. And yet Buddhism is rooted in the mind. Where does that come from? Quiet of mind, something to rest on, and looking inward in silence. Could this not be called a teaching rooted in daily life?
In a world busy day after day, minding the eyes of others and feeling the pressure to conform, to hold a mind that lets things pass and keeps its own quiet — the number of people who want this is rising, little by little.
This, one could say, is early Buddhism — the Buddha's own teaching.
The halls of Koyasan wear the shape of a country because the state needed a religion that could guide the people, and the order, too, needed institutions for handing the teaching to the next generation. And from here on, how will we relate to Buddhism?
- On who drove the movement from sectarian Buddhism to the Mahayana: Akira Hirakawa, Studies in Early Mahayana Buddhism (1968), proposed an origin among lay believers around the stupa cult. Since Gregory Schopen's criticism from the 1970s onward, the prevailing view has shifted toward an origin inside the monastic communities themselves. This is a contested field; the account in this essay follows the current majority reading rather than a settled fact.
- On asura/ahura and deva/daeva. That the evaluation of these terms is reversed between India and Iran is not in dispute. What has been rejected is the older explanation of it: the demonization on each side is now dated late enough that it cannot be treated as a feature of shared Indo-Iranian religion, and the idea of a prehistoric opposition — already largely abandoned in Avestan studies — was closed off in Vedic studies after Wash Edward Hale, Ásura- in Early Vedic Religion (1986).
- On the Buddha as the ninth avatar of Vishnu. Wendy Doniger reads the Puranic accounts as a possible attempt by orthodox Brahminism to slander Buddhists by identifying them with demons; Helmuth von Glasenapp reads the same development as a wish to absorb Buddhism peacefully — to win Buddhists over and to account for the existence of so large a heresy. The two readings are opposed, and both remain in circulation.
- Temple counts are from the Agency for Cultural Affairs' Religious Yearbook; the projection is Kenji Ishii's (Kokugakuin University), built on the 2014 "cities at risk of disappearing" estimate. Ishii's calculation covers all religious corporations — 62,971 of 176,670, or 35.6 percent, sit in municipalities projected to disappear by 2040 — so the "three in ten" in the text is an approximation drawn from a figure whose base is religious corporations as a whole, not temples alone. The sect-by-sect breakdown puts Kōyasan Shingon highest at 46 percent, followed by Sōtō at 42, Shingon Buzan at 39 and Tendai at 36. The roughly seventeen thousand temples without a resident priest are from the same body of work.
