The Manor and the Commons 自由に耕せる、土地は領主のもの

AI has dramatically lowered the barriers to intelligence. Yet the more freedom expands at the top of the stack, the more capital and power appear to concentrate beneath it. Looking at the intelligence stack through the old language of commons, manors and enclosure offers a useful way to think about what freedom means in the age of AI. Today, a single sentence can become an application. The ability to write code, refine prose, generate images, conduct research and perform analysis — capabilities that until recently belonged largely to specialists or organizations — is passing rapidly into the hands of individuals. Much of it is astonishingly cheap; some of it, through open source, is free.

This is real freedom. I do not doubt the change, and I welcome it. But this June, while thinking through a Harvard Business School case on the AI industry, I found myself becoming less interested in the freedom itself than in the ground on which it stands. Slice AI not as a single technology but as an intelligence stack, and an odd gradient appears: participation becomes freer toward the top, while ownership narrows and capital and power thicken as one moves downward. Freedom and power do not reside in the same layer.

Put simply, we are increasingly free to till the land, but the land belongs to someone else. And the structure is not entirely new.

1The intelligence stack知能のスタック

The value chain of AI can be understood as a stack. At the top sit agents and the systems that connect them; beneath them are data centers and execution environments, foundation models, the data on which those models depend, the chips that perform the computation, and, at the bottom, the energy that makes the entire structure physically possible.

AIの価値は、層になって積み上がっている。最上層にはエージェントとその連携があり、その下にデータセンターと実行環境、基盤モデル、データ、チップというハードウェアが続き、いちばん底には、それらを物理的に動かすエネルギーがある。

Reality is not nearly so tidy. Whether a data center sits “above” or “below” a foundation model depends on the axis along which one chooses to look. The diagram is not intended as an industrial taxonomy. It is a cross-section through the resources required to produce intelligence, and through the gradient of power embedded in them.

Near the top, entry is comparatively easy. Software can be copied, marginal cost approaches zero, and an individual developer assembling open-source components can distribute a service worldwide. Competition among applications and agents is intense, and obsolescence correspondingly rapid, but the right to participate is broad. Seen only from this level, AI looks very much like a machine for democratizing intelligence.

Descend the stack and the landscape changes. Training a large model requires enormous computational resources. The ability to design and manufacture leading-edge semiconductors is concentrated among a small number of firms. Data centers require land, power, grid connections, cooling and vast amounts of capital. The lower one goes, the harder replication becomes, the stronger the geographical constraints, the larger the fixed costs, and the fewer the owners.

At the upper end, marginal cost tends toward zero and something resembling a commons begins to emerge: a space in which almost anyone can cultivate. At the bottom, however, hardware and energy remain scarce, physical and ownable. Between them lie two unresolved questions. How far can open source extend the commons at the top? And how concentrated will ownership of compute and energy become at the bottom?

Seen this way, one of the central paradoxes of the AI industry becomes visible: AI commoditizes the surface while allowing power to sediment at the base.

この断面を眺めていると、AI産業の一つの逆説が見えてくる。AIは表層をコモディティ化しながら、底へ権力を沈殿させる。

2Why the top becomes free while the bottom becomes expensiveなぜ上は無料になり、下は高くなるのか

At first this seems strange. Why would companies give valuable technology away? Models, libraries, development environments, agent frameworks — at the upper layers, firms themselves often lower barriers to entry, attract developers and expand the population of users.

この構造は、一見すると奇妙に映る。価値のある技術を、なぜ企業はわざわざ無償で開放するのか。モデル、ライブラリ、開発環境、エージェントのフレームワーク。上層では企業自身が参入障壁を下げ、開発者を増やし、利用者の裾野を広げる側に回る。

Yet every one of those activities eventually resolves into computation somewhere. Another agent means more inference. A successful application creates more cloud demand. Wider model adoption ultimately means GPUs running inside data centers and electricity flowing through a grid. There is no need to infer corporate intent; the economic structure is enough. Openness at the top and concentration at the bottom need not be contradictory. They can be complementary.

NVIDIA is emblematic of this structure. Beyond its dominant position in AI accelerators, it has spent years building a software ecosystem around CUDA, turning itself into something more than a semiconductor company.1 At the same time, it increasingly participates in opening technologies higher in the stack, including software and agent infrastructure. The more uses that emerge above, the greater the flow of computation toward the base.

The more people cultivate, the more valuable the land becomes. That was when I began thinking about the medieval manor.

耕す人が増えるほど、土地の需要は高まる。そこで私は、中世の荘園を思い出した。

3The commons above the manorコモンズの上に、荘園がある

The metaphor requires some care. I am not suggesting that medieval peasants were free. Quite the opposite: what matters about the manorial structure is partly the separation between those who worked the land and those who controlled it. Peasants cultivated, harvested and made their lives from the land, while ultimate rights over that land rested elsewhere. In the more restrictive forms of serfdom, the absence of freedom lay not simply in non-ownership, but in the inability to leave.

荘園という比喩を使うとき、「中世の農民は自由だった」と言いたいわけではない。むしろ重要なのは、土地を利用する者と、その土地を支配する者とが分かれていたことである。農民は耕し、収穫し、その土地から生活を作る。しかし土地そのものの支配権は別の主体にあり、とりわけ農奴的な身分においては、非自由の核心は土地を所有していないことだけでなく、そこから離れる自由まで制約されていたことにあった。

Modern AI developers are not serfs, and cloud fees are not feudal dues. The comparison is not a claim of historical equivalence. But as a model for locating power, the resemblance is useful.

もちろん、現代のAI開発者は農奴ではないし、クラウド利用料は年貢でもない。この比喩を歴史的同一性として読む必要はない。それでも、権力の所在を見るための模型としてはよくできている。

We have never been freer to cultivate. We can write, build services, deploy agents and perform, as individuals, work that once required entire organizations. Yet much of this activity takes place on compute, foundation models, APIs, clouds, semiconductors, networks and energy infrastructure that we do not own.

私たちは、かつてないほど自由に耕せる。文章を書き、サービスを作り、エージェントを動かし、一人で以前なら何十人もの組織にしかできなかった仕事をする。しかし、その活動の相当部分は、自分が所有していない計算資源、基盤モデル、API、クラウド、半導体、通信網、電力の上で営まれる。

But renting the land is not itself the problem. Modern societies are prosperous precisely because we do not insist on owning every infrastructure we use. We do not own the power grid, the telecommunications network or the roads, yet access to them gives us capabilities no individual could sensibly reproduce.

だが、土地を借りること自体を問題視するのもまた間違っている。私たちは発電所も通信網も道路も所有せず、それでもそれらを共有することによって、単独では到底持てない能力を享受している。所有と利用が分離していること自体は、近代社会の効率性の一部でもある。

The problem does not begin when we rent. It begins when we can no longer leave.

問題が始まるのは、借りているときではない。離れられなくなったときである。

4Look at the fences, not only the land土地よりも、囲いを見る

The “land” of the AI economy is therefore not limited to GPUs and data centers. It includes compute, models, clouds, data, hardware and energy, but around those resources sits another structure that determines how difficult it is to move away from them.

AI時代の「土地」とは、GPUやデータセンターだけではない。計算資源、モデル、クラウド、データ、ハードウェア、エネルギーという基盤そのものに加えて、そこから移動することを困難にする構造がある。

A company adopts one AI platform. It builds against proprietary APIs, organizes workflows around a particular set of tools, accumulates data there, and trains its people to operate inside that environment. Every decision may be perfectly rational when it is made. The system is useful, so one uses it. The dependence becomes visible only years later, when the company tries to move. Code has to be rewritten, data migrated, employees retrained, operations redesigned, performance and security revalidated. What appeared portable turns out to be surprisingly immobile.

ある企業のAI基盤を使い始める。固有のAPIを採用し、その会社のツール群に合わせて業務を組み、データを蓄積し、社員がその環境に習熟する。どれも、その時点では合理的な判断である。便利なのだから使えばよい。ところが数年後、別の基盤へ移ろうとした瞬間、依存の輪郭が見えてくる。コードを書き換え、データを移し、社員が学び直し、運用を再設計し、性能と安全性を検証し直す必要がある。「移れる」と思っていたものが、実際には驚くほど動かない。

It is useful, then, to distinguish the land from the fences. The land is the underlying compute, models and infrastructure. The fences are proprietary APIs, tooling, data gravity, contractual arrangements, accumulated skills, operating processes and human familiarity. A lord's power is determined not only by how much land he controls, but also by how high the fences have become.

この構造を考えるなら、「土地」と「囲い」を分けた方がいい。土地とは計算資源やモデルやデータセンターそのものであり、囲いとは独自API、ツール、データの重力、契約、学習コスト、ワークフロー、そして人間自身の慣れである。領主の力は、どれほど広い土地を所有しているかだけでは決まらない。囲いがどれほど高いかによっても決まる。

Modern fences rarely look like stone walls. More often they appear as convenience: an elegant API, a deep library ecosystem, a familiar control plane, a body of operational knowledge built up over years. Enclosure does not always advance through inconvenience. Quite often it advances through the accumulation of convenience.

しかも、現代の囲いは石垣のようには見えない。多くは利便性として現れる。よく統合されたAPI、豊富なライブラリ、慣れた管理画面、蓄積された運用ノウハウ。囲い込みは、不便だから起きるのではない。しばしば便利すぎるから起きる。

5Portability matters more than ownership所有よりも、可搬性を見る

Does freedom therefore require owning the land yourself? Build your own data center, train your own models, accumulate your own GPUs, internalize the entire stack? In theory, ownership can reduce dependence. In practice, for most individuals and firms it would be economically and technologically irrational. Ownership carries fixed costs and obsolescence risk. Buying yesterday's frontier in bulk does not guarantee freedom at tomorrow's frontier.

では、自分で土地を持てば自由なのか。自社データセンターを建て、自社モデルを作り、GPUを抱え込み、すべてを内製すればよいのか。理論上、それは他者への依存を減らす。しかし大多数の企業や個人にとって、その選択は経済的にも技術的にも合理的ではない。所有には固定費があり、陳腐化があり、昨日の最先端を大量に抱え込むことが明日の自由を保障するわけでもない。

My own instinct is almost the opposite. Rent what need not be owned. Do not turn frontier intelligence into plant and equipment simply for the sake of possession. Use it when needed, move when something better appears, combine providers where useful, and avoid owning what creates no genuine advantage. There is something naturally asset-light about the AI economy.

私自身は、必要なものは借りればよいと思っている。最上位の知性を設備として買い込まず、必要なときに利用し、より良いものが現れれば移る。用途によって複数を使い分け、自分で持つ合理性のないものまで所有しない。このasset-lightな発想は、AI時代との相性がいい。

But non-ownership and freedom are not the same thing. A company can rent everything from a single provider and allow its data, APIs, workflows and human capital to become so deeply embedded in that environment that it is more dependent, not less, precisely because it owns so little.

ただし、「所有しないこと」と「自由であること」は同じではない。一社からすべてを借り、データもAPIもワークフローも人材の能力もその環境へ固定してしまえば、所有していないがゆえに、かえって強く依存することさえある。

A financial-market analogy helps. When we talk about liquidity, the relevant question is not simply how large a position we hold in a given market. It is whether those positions are portable — whether risk, collateral and ultimately the position itself can be moved when circumstances require it. In clearing, portability has a very concrete meaning: the ability to transfer client positions and associated collateral from one clearing arrangement to another. The broader principle is the same. If portability disappears, a market dislocation can leave you trapped precisely when you most need to move.

市場の流動性に例えると、ここで問題となっているのは、どの市場にどれだけポジションを張っているかではない。重要なのは建玉の可搬性、ポータビリティである。このポータビリティが担保されなければ、マーケットがクラッシュした時に逃げられない。AIインフラへの依存も、おそらくそれと同じである。

Dependence on AI infrastructure is, I suspect, similar. What matters is not ownership as such but whether the dependence itself remains portable: whether data can be extracted, models substituted, interfaces replaced, critical functions rerouted, and institutional knowledge kept broader than a single vendor's environment.

The real asset to preserve is therefore not ownership. It is the option to exit.

だから、本当に守るべきものは所有権そのものではない。退出可能性である。データを持ち出せるか、モデルを差し替えられるか、APIを切り替えられるか、重要な機能に代替経路があるか、社員の知識が一社の環境だけに閉じていないか。問うべきなのは、「何を持っているか」より、依存をどこまで可搬的な状態に保てているかである。

If there is a modern analogue to serfdom, it does not begin when one starts paying rent. It begins when exit ceases to be a credible option.

現代の農奴制があるとすれば、それは料金を払うことから始まるのではない。退出できなくなることから始まる。

6Competition can end in hierarchy競争の果てに、身分差が残ることがある

We normally assume that competition disperses power. Firms compete, technology advances, prices fall and new entrants challenge incumbents. At the upper layers of the AI stack, that mechanism is plainly visible.

私たちは通常、競争があれば権力は分散すると考える。複数の企業が競争し、技術が進み、価格が下がり、新規参入者が既存企業を脅かす。上層では、たしかにこの力学が強く働く。

But industries with enormous fixed costs do not necessarily become more diffuse simply because competition is fierce. At the frontier of semiconductors, large models, data centers and energy infrastructure, the capital required merely to remain competitive keeps rising. Success attracts further capital, customers, engineers and technology, and those advantages finance the next round of competition. The market remains competitive even as the number of actors capable of competing at the frontier may narrow.

しかし固定費が極端に大きい産業では、競争そのものが分散を生むとは限らない。最先端半導体、巨大モデル、データセンター、電力インフラのように、競争を続けるために必要な投資額が年々膨らむ世界では、先行者に資本、顧客、人材、技術がさらに集まり、その優位が次の優位を生む。競争しているのに、競争できる者の数は減っていく。

Key point要点 There is an uncomfortable possibility here: the outcome of intense competition may not be more competition, but a more durable hierarchy. ここには一つの皮肉がある。競争の果てに残るのが、競争ではなく身分差であることもある。

Millions of developers can compete freely at the top while a small number of firms own critical assets at the bottom. There is no contradiction. Indeed, more competition above can increase demand for the scarce infrastructure below.

上層では、何百万人もの開発者が自由に競争する。下層では、ごく限られた企業が土地を持つ。二つは矛盾しない。むしろ、上の競争が激しくなるほど、下の土地への需要が増す可能性すらある。

That is why power in the AI economy cannot be read from the most visible layer. One has to look beneath it: who owns the compute, who can supply the chips, who controls the software standards around which developers organize, who secures access to power, and — perhaps most importantly — how high the cost becomes when someone tries to leave.

だからAI時代の権力を読むなら、華やかな上層だけを見ていてはいけない。その足元を見る。誰が計算資源を持つのか。誰がチップを供給できるのか。誰が開発環境の標準を握るのか。誰が電力へ優先的にアクセスできるのか。そして、その土地から離れようとしたとき、どれほど高い囲いを越えなければならないのか。

7Enjoy the commons, but remember the ground beneath itコモンズを楽しみながら、地面を忘れない

None of this makes me pessimistic about the democratization brought by AI. On the contrary, I cannot think of another period in which so much capability has been placed in the hands of an individual. A person can acquire knowledge, write software, design, publish globally and give a small organization capabilities once associated with a large corporation. The freedom is real, and there is no virtue in refusing it.

それでも私は、AIによる民主化を悲観的には見ていない。むしろ、これほど一人の人間に能力が配られた時代はなかったと思う。知識にアクセスし、コードを書き、デザインし、世界へ発信し、小さな組織でも、かつての大企業に近い能力を持てる。この自由は本物であり、使わない理由はない。

Looking back across these essays, I notice that I have been circling the same problem from different directions. In learning, possessing knowledge was not the same as being able to learn deeply from it. In markets, owning assets was not the same as being able to move them when needed. In thinking about structure, possessing information was not the same as understanding it. And when AI returns time to us, saved time does not automatically become productivity.

ここまでのEssayを振り返ると、私が繰り返し同じ問題を別の角度から見ていることにも気づく。学びでは、知識を持つことと深く学べることは同じではなかった。市場では、資産を持つことと必要な場所へ運べることは同じではなかった。構造について考えたときは、情報を持つことと理解することは同じではなかった。AIが時間を返してくれる話では、時間が浮くことと生産性が上がることは同じではなかった。

The same distinction appears here. Access is not the same as freedom.

今回も同じである。使えることと、自由であることは同じではない。

Freedom does not mean the absence of dependence; such a condition scarcely exists in a complex society. It means retaining a choice among dependencies, preserving the ability to reconfigure them, and being able to leave when the terms cease to suit us.

自由とは、何にも依存しないことではない。そんな状態は現代社会にはほとんど存在しない。むしろ自由とは、依存先を選べること、依存の形を組み替えられること、そして必要なときに退出できることである。

In markets, liquidity ultimately depends not only on the size of a position but on its portability. The same intuition may apply to AI infrastructure. The important question is not how much one owns, but how much mobility of dependence one has preserved.

AI has given us an extraordinary freedom to cultivate. That freedom is real. Precisely for that reason, we should not become so intoxicated by the fertility of the surface that we forget the ground beneath it. Who owns the land? Where are the fences? And where is the exit?

AIは私たちに、かつてない「耕す自由」を与えた。その自由は本物だ。だからこそ、自由に酔っているあいだに地面を忘れないことだ。誰の土地なのか。どこに囲いがあるのか。そして、出口はどこにあるのか。

Keep cultivating. But do not take root so deeply in any one field that you can no longer leave.
